House Republicans seek vote to extend debt limit to May 19

WASHINGTON (Reuters) - Republican leaders in the House of Representatives have scheduled a vote on Wednesday on a nearly four-month extension of U.S. borrowing capacity, but the bill does not specify a dollar amount.

Legislative language released by the House Rules Committee on Monday said the bill aims "to ensure complete and timely payment of the obligations of the United States Government until May 19, 2013."

The legislation is a strategic move by House Republicans to avoid a fight over the looming federal debt ceiling and shift their negotiating leverage for spending cuts to other fiscal deadlines. The U.S. Treasury expects to exhaust all remaining power to borrow money under the $16.4 trillion debt limit sometime between mid-February or early March.

The strategy shift, agreed last week by House Republicans at a retreat in Williamsburg, Virginia, aims to draw the Democratic-controlled Senate into taking action to cut deficits by requiring the Senate to pass a budget resolution by April 15. The Senate has not passed a budget in nearly four years.

Under the legislation, if either the Senate or House fail to meet the April 15 budget deadline, lawmakers' salaries would be held in escrow until their chamber passes a budget.

House Speaker John Boehner had referred to this provision as a "no budget, no pay" requirement.

But in order to avoid any constitutional violations, the withheld salaries would be released at the end of the current Congress in January 2015.

The legislation temporarily suspends the debt limit and allows the government to borrow as necessary to meet its obligations, including interest payments, until May 19.

But it is not a blank check for the Treasury - it cannot, for example, borrow extra funds during the suspension period to fund the $1 trillion deficit expected for fiscal 2013. The Treasury can only borrow to fund commitments that require payment before May 19.

The House Rules Committee is scheduled to set conditions for debate on the legislation, including rules for any amendments, at an emergency meeting on Tuesday..

Your child has been sentenced from 12-16 years to a re-education camp. No, we are not talking about a FEMA camp, but we may as well be.

Our education system is rotten to the core, the Common Core, that is. Common Core is the latest of the educational fad programs which is supposedly designed to raise American school children?s academic performance. This program is insidious and bad for students and America at its core. This is a multi-part series which will examine the origins of this Common Core program, the stated goals behind the program, the real hidden agenda behind Common Core and most importantly, the threat that this program poses to our children and to the United States as whole.

One Fad After Another

Most any veteran teacher in the public school system will tell you that about every six to seven years, the American educational system embarks on the latest ?miracle? designed to fix the low standardized test scores American students achieve in comparison to our international counterparts. Teachers have endured such educational faux pas from Goals 2000, to School to Work, to No Child Left Behind and now we are witnessing the latest in fad in American education, Common Core Standards.

Each one of the aforementioned programs threw billions of taxpayer dollars down the toilet, while contributing to the dramatic decrease in student performance. For example, SAT Reading scores, for the high school class of 2012, reached a 40+ year low since the implementation of No Child Left Behind.

Everyone of these previous educational reform programs emanated from the United Nations organization, UNESCO. Everyone of these programs is a propaganda tool designed to dumb down our children and these programs are being remarkably effective to this end.

The Hidden Agenda Behind Common Core

The undeniable truth is that each of these United Nations inspired and failed educational programs have ulterior designs on what should be taught to our children. The undeniable fact is that the brainwashing of our children is the ultimate goal of Common Core.

Common Core is based upon social justice, arriving at knowledge and subsequent decision making through a spirit of collectivism and developing a communal agreement about the need to teach and to integrate into each classroom an underlying theme of sustainable development. These goals are not just going to be taught in specific Environmental Science courses, but these philosophies are to be implemented and taught in EACH and EVERY course that a child takes during their educational experiences beginning with pre-K and stretching to post graduate secondary education.

Agenda 21 Controls Your Child?s Mind

For the more aware readers, you surely recognize the terms, sustainable development, social justice and collectivism as staples of the philosophy which underlies Agenda 21.

Globalist and Eugenics proponent, Bill Gates, is one of the Founding Fathers of the Common Core movement and its copyright holders, NGA/CCSSO. Gates donated about $25 million dollars to promote his version of global education. Gates has made several donations to CCSSO to promote Common Core. In 2009, Gates made two separate donations of $9,961,842 and $3,185,750. In 2010, Gates donated $743,331 and in 2011, he contributed $9,388,911 . In 2008, Gates donated $2,259,780 to the National Governor?s Association (NGA) to develop and implement Common Core. The NGA is the conduit into America from the United Nations UNESCO, Education for All Agenda 21 version of globalist education being forced down the throats of our young people.

Gates is listed as partner with UNESCO/UN to fund ?Education For All,? which in turn was transferred to the NGA which changed the name to Common Core. In a key document, The Dakar Framework for Action: Education For All: Meeting Our Collective Commitments? which identifies the goals for what became Common Core. The document speaks directly to the Agenda 21 educational ideals of collectivism, social justice, environmental justice and the espousing of the beliefs of the pseudoscience known as sustainable development.

Chapter 36

Chapter 36 of Agenda 21 Public Awareness and Training focuses on impressing upon every citizen on the planet, the indispensable need for achieving sustainable development. In plain language, Common Core is going into every country. The implementation names of this global education may vary, but the underlying Agenda 21 philosophies do not. Chapter 36 also states that the globalists plan to ?reorient? worldwide education toward sustainable development. In future installments in this series, the weak academic standards of Common Core will be revealed.

Reform of the nation?s standardized objectives is merely a smokescreen to the true intent of the program which is the acceptance for Agenda 21 policies. Subsequently, the Agenda 21/UNESCO documents clearly state their intention to turn each student into a globalist who will accept smaller living space, residing in the stack-and-pack cities of the future, acceptance of drastic energy reduction and the loss of Constitutional liberties. The document goes on to say that

While basic education provides the underpinning for any environmental and development education, the latter needs to be incorporated as an essential part of learning. Both formal and non-formal education are indispensable to changing people?s attitudes so that they have the capacity to assess and address their sustainable development concerns. It is also critical for achieving environmental and ethical awareness, values and attitudes, skills and behaviour consistent with sustainable development and for effective public participation in decision-making. To be effective, environment and development education should deal with the dynamics of both the physical/biological and socio-economic environment and human (which may include spiritual) development, should be integrated in all disciplines, and should employ formal and non-formal methods.

Please take note of reference to spiritual education. The implication is subtle, but undeniable. This phrase opens the door to the evisceration of the Christian religion. This phrase allows Common Core to propagandize school children into belittling the importance of Jesus Christ. And what will Christianity be replaced with? Anyone who has read the Agenda 21 documents in earnest, understands that the replacement for Christianity has been groomed for decades, and that replacement is the pagan religion called GAIA.

GAIA changes the Christian worldview significantly. Christians fundamentally believe that God gave dominion over the earth to man with the remainder of the hierarchy consisting of animal, fish, plants and finally, the earth. GAIA teachers that the earth reigns supreme followed by animal, fish, plants, and man in last place. This is a decidedly anti-human agenda. The undeniable conclusion is that your children will receive cleverly crafted lessons designed to lessen the appreciation for their own worth as a human being. This is the beginning of spiritual enslavement paradigm which will accompany the already implemented policies of economic enslavement presently being thrust upon the American people through the acquisition of massive debt created by the globalists.

When Common Core is fully implemented in 2015 and your child begins being assessed on the PARCC and Smarter Balanced assessments, your child will be an Agenda 21 globalist minion in training. This is not a warning about what will be, the enemy is already inside the gates propagandizing your child.

Education Without Representation

The Common Core is an untested, federally promoted, unfunded experiment. The standards creators (NGA/CCSSO) have not set up a monitoring plan to test this national experiment, to see what, if any, unintended consequences the Common Core will have on our children. This is a game of Russian Roulette being played on the socio-emotional, intellectual and spiritual aspects of our children?s development.

No teacher and no school board member was asked to contribute to the Common Core standards. Nor was any State Legislature involved in the creation of this monstrosity.

Under this plan, every teacher will teach the same material with the same teaching strategies as every other teacher. This is the 21st Century educational version of the Stepford Wives. The Tenth Amendment is dead and individual freedom is being stamped out.

This is only the tip of the iceberg, the more serious threats to our children?s educational futures, under this misguided plan, will be laid out and documented in the future parts of this series.

In passport kerfuffle, Taiwan is stickin' it to China

Taiwan is fighting back with stickers after China issued passports showing ownership over the entire South China Sea.

China hasn?t started a military war with Taiwan ? as has been feared since the 1940s ? but a battle that began on paper last month has met with a fiery pulp-and-ink response that could burn a hole in goodwill between the two once-hostile governments.

Pictures on Beijing?s latest passports show a map of China that includes two parts of Taiwan, including its scenic showpiece Sun Moon Lake. The travel documents also depict islets in the South China Sea as China's, despite competing claims by Taiwan and several Southeast Asian countries.

China, already a regional heavyweight, is believed to have issued 5 million of the passports between April and November when they inflamed a regional dispute with neighbors. Now Taiwan is joining the chorus of protest, not by refusing to stamp them as Vietnam has announced it is doing, and not by issuing their own maps as India has done, but with some provocative stickers with a message to China. ?

China has claimed Taiwan as part of its turf since the 1940s, when Chiang Kai-shek?s Nationalists set up a government to rival mainland China's about 100 miles offshore after losing the Chinese civil war to Mao Zedong?s Communists. The relationship between China and Taiwan has been up and down for the past few decades: Both?formal reunification with the mainland and full Taiwanese independence have been suggested,?but a tempering of relations has kept many content with the middle ground status quo, with Taiwan considering itself an effectively independent territory.?

Still, the maps in China?s passports were taken as a bold affront to that. In response, Taiwan?s main opposition Democratic Progressive Party gave away 10,000 pink stickers at the foreign ministry consular office in Taipei. The stickers that read ?Taiwan is my Country? can be slapped onto the back cover of a Taiwan passport or onto a plastic passport protector.?

The stickers went fast two weeks ago, so the party copied off another 20,000. ?People just love them,? says its policy coordination executive director Joseph Wu. ?It?s quite clear that what China is doing trespasses into our sovereignty. Taiwan is not under any country?s jurisdiction.?

Across town, the smaller Taiwan Solidarity Union Party printed out oversized paper effigies of the Chinese passports and marred or burned them at a rally, according to local media.

Taiwan and China have set aside differences over sovereignty since 2008, when the island?s conciliatory President Ma Ying-jeou took office. Mr. Ma?s government has signed 18 deals with China, drawing Taiwan closer to the world economic powerhouse. Talks on those agreements built mutual trust that didn?t exist before.

The island?s foreign ministry says?that trust is now being questioned. The ministry?s news release calls China?s passport issue ?a provocative act that will ? damage the mutual trust laboriously built by the two sides in recent years.?

Taiwanese opposition forces are protesting the Chinese passports because they worry that the government is courting China rather than standing up to it, but analysts say officials in Taipei are just as irked as their skeptics.

?Our government thinks that China betrayed common ground, which is that there?s one China but subject to different interpretations,? says Nathan Liu, an associate international affairs professor at Ming Chuan University in Taiwan, citing the basis for talks and deals since 2008.

New Jersey man accused of trying to hire "cannibal cop" to kidnap woman

NEW YORK (Reuters) - A New Jersey man offered to pay $5,000 to the so-called "cannibal cop" to kidnap a woman and deliver her to be raped, U.S. officials alleged on Friday.

Federal authorities arrested Michael Vanhise, 23, and charged him with conspiracy to commit kidnapping with Gilberto Valle III, a New York police officer who was arrested in October and charged with conspiring to kidnap, torture, cook and eat women.

In a series of emails last year, Vanhise tried to bargain down the kidnapping fee and urged the police officer to "just make sure she doesn't die before I get her," according to a criminal complaint unsealed Friday.

"No need to worry," Valle replied in an email, prosecutors allege. "She will be alive. It's a short drive to you."

Vanhise admitted to investigators he sent the emails, prosecutors said.

Valle, nicknamed the "cannibal cop" by New York media, was accused of targeting women whose names were discovered in a file on his computer.

In November, Valle pleaded not guilty and said he was merely engaged in online fantasy role play.

Vanhise was charged with one count of conspiracy to commit kidnapping. He was expected to appear in court Friday afternoon. His attorney, Alice Fontier, did not immediately return a call for comment.

The emails between the two men "read like a script from a bad horror film," Manhattan federal prosecutor Preet Bharara said Friday in a statement.

Vanhise was also accused of emailing photos and the home address of a girl from his Hamilton, New Jersey neighborhood to two unnamed people, according to a criminal complaint, which said Vanhise solicited the girl's kidnapping.

Prosecutors said Vanhise tried to bargain down the price for the kidnapping to $4,000.

"Could we do 4?" Vanhise asked Valle in an email last February, according to the complaint.

"I am putting my neck on the line here ... $5,000 and you need to make sure that she is not found," Valle responded. "She will definitely make news."

Valle's estranged wife tipped off authorities after she discovered a disturbing file on his computer, a law enforcement official said at the time.

The file, called "Abducting and Cooking: A Blueprint," contained the names and pictures of at least 100 women, and the addresses and physical descriptions of some of them, according to court documents.

Authorities charged last fall that Valle had undertaken surveillance of some of the women at their places of employment and their homes.

Valle was denied bail by a judge who called the charges "profoundly disturbing."

Both men face a maximum sentence of life in prison if convicted. The case has disturbed even veteran criminal investigators.

"No effort to characterize the defendant's actions is necessary," said FBI Assistant Director-in-Charge George Venizelos in a statement. "The factual allegations more than suffice to convey the depravity of the offense."

Depardieu flies to Russia, may receive passport

MOSCOW (AP) ? Russian President Vladimir Putin's spokesman says French actor Gerard Depardieu has flown to Sochi, where he is likely to meet with Putin and receive a Russian passport.

Putin on Thursday approved the actor's application for Russian citizenship, causing a scandal in France, where Depardieu has been fighting a proposed 75 percent income tax on the superrich.

Putin's spokesman Dmitry Peskov was quoted by the state RIA Novosti news agency as saying Depardieu arrived Saturday in Sochi, the host city of the 2014 Winter Olympics, and could meet with Putin on Saturday evening.

Peskov said "it cannot be excluded that during the meeting Depardieu could receive a passport."

Nurses Fired for Refusing Flu Shot

An Indiana hospital has fired eight employees, including at least three veteran nurses, after they refused mandatory flu shots, stirring up controversy over which should come first: employee rights or patient safety. The hospital imposed mandatory vaccines, responding to rising concerns about the spread of influenza.

Ethel Hoover wore all black on her last day of work as a nurse in the critical care unit at Indiana University Health Goshen Hospital. She said she was in "mourning" because she would have been at the hospital 22 years in February, and she's only called out of work four or five times in her whole career , she said.

"This is my body. I have a right to refuse the flu vaccine," Hoover, 61, told ABCNews.com. "For 21 years, I have religiously not taken the flu vaccine, and now you're telling me that I believe in it."

More than 15,100 flu cases have been reported to the Centers for Disease Control and Prevention since Sept. 30, including 16 pediatric deaths. Indiana's flu activity level is considered high, according to the CDC, which last month announced that the flu season came a month earlier than usual.

When Hoover first heard about the mandate, she said she didn't realize officials would take it so seriously. She said she filed two medical exemptions, a religious exemption and two appeals, but they were all denied. The Dec. 15 flu shot deadline came and went. Hoover's last day of employment was Dec. 21.

Fellow nurse Kacy Davis said she and her colleagues were "horrified" over Hoover's firing, calling her their "go-to" nurse and a "preceptor."

"It was a good place to work," Hoover said. "We've worked together all these years. We're like a family."

The hospital said in a statement that it implemented the mandate to promote patient safety based on recommendations from the American Medical Association, the American Nurses Association, and the Centers for Disease Control and Prevention. It announced the mandate in September. Of the hospital's 26,000 employees statewide, 95 percent complied. That means 1,300 employees did not comply, but only eight were fired.

"IU Health's top priority is the health and wellbeing of our patients," said hospital spokeswoman Whitney Ertel. "Participation in the annual Influenza Patient Safety Program is a condition of employment with IU Health for the health and safety of the patients that we serve, and is therefore required."

The CDC recommends flu shots for everyone older than six months of age. Dr. William Schaffner, chair of preventive medicine at Vanderbilt University Medical Center in Nashville, Tenn., said hospital patients are especially vulnerable to flu complications because their bodies are already weakened.

"I cannot think of a reason for any health care professional to decline influenza immunization that's valid," said Schaffner, a former president of the National Foundation for Infectious Diseases, adding that people with egg allergies may have to avoid the flu shot to prevent anaphylactic shock, but even that hurdle has been remedied. The Food and Drug Administration approved an egg-free vaccine in November.

Schaffner said invalid excuses to avoid the shot include being afraid of needles and simply promising to stay home when they're sick. Patients now have the option of a vaccine nasal spray if they want to avoid needles. And since flu victims become contagious before they start to feel sick, they can get patients sick even if they stay home when they have symptoms.

Over the last several years, hospitals have been moving toward mandatory vaccinations because many only have 60 percent vaccination rates, Schaffner said. He is leading an effort for a similar mandate at Vanderbilt University Medical Center.

Red states, too, get health care nod from Obama

WASHINGTON (AP) -- Injecting a rare shot of bipartisanship in the nation's contentious health care overhaul, the Obama administration Thursday cleared four Republican-led states to build their own consumer-friendly insurance markets.

With open enrollment for millions of uninsured Americans just nine months away ? Oct. 1, 2013 ? the four GOP-led states became part of a group totaling 17 states plus Washington, D.C., that have gotten an initial go-ahead to build and run insurance exchanges. Seven were approved Thursday.

Significantly, the list also included California, which has nearly 7.5 million uninsured residents, more than any other state. Democratic-led California was an early supporter of President Barack Obama's health care law and had been working diligently on its plan.

Insurance exchanges are not something consumers are familiar with.

"Most people don't really know what those words mean, but that's OK," said Rachel Klein, executive director of Enroll America, a nonprofit trying to educate the public about new benefits under the federal health care law. "What they really need to know is that there's going to be a new way to buy health insurance."

The new marketplaces are supposed to take the confusion and anxiety out of buying private health insurance for individuals and families who buy their coverage directly. Exchanges are meant to have the feel of an online travel site, an Expedia or Orbitz.

Exchanges will also offer some relief from sticker shock. Under the new law, about 8 in 10 customers in the new marketplaces will be eligible for income-based federal aid to help pay their premiums.

Small businesses will have separate access to their own exchanges.

The approvals announced Thursday are provisional; administration officials said more work remains to be done before they'll issue final sign-offs.

The GOP-led states conditionally approved are Idaho, Nevada, New Mexico, and Utah. Idaho and Utah have Republican governors and legislatures. Nevada and New Mexico have GOP governors, but Democrats control their legislatures.

"We're on track for Idaho having a say over how this process works, instead of having the federal government dictate all of it," said Jon Hanian, spokesman for Republican Gov. C.L. "Butch" Otter. The legislature still has to weigh in.

A fifth Republican-led state, Mississippi, may yet win approval. However, the administration's decision is complicated by a legal dispute between Republican state officials. The governor does not want to participate, while the insurance commissioner does.

The federal government will set up and run the new marketplaces in states that opt out of playing any role, and 19 Republican-led states have taken that route.

The rest of the states are either pursuing partnerships with Washington or still mulling their options.

Two states, Arkansas and Delaware, have been approved for partnerships. That means a state will handle consumer issues and oversee health plans while Washington takes on the back-office tasks of enrolling consumers and determining subsidies.

Right now, exchanges exist in only a couple of states, although some large private employers are also experimenting with them.

Originally a Republican idea, exchanges then won bipartisan support, only to be abandoned by many in the GOP once they were incorporated into Obama's health care law.

The basic concept is that setting up a marketplace with clear-cut rules would benefit consumers and encourage insurance companies to compete, helping keep costs in check. Former Massachusetts Gov. Mitt Romney set up an exchange in that state under his 2006 health care overhaul law. And Utah has already launched one that caters to small businesses.

A consumer with a bronze plan will pay lower monthly premiums, but would face higher cost sharing for medical care.

Exchanges will also steer low-income people to state Medicaid programs. The law gives states the option to expand Medicaid to cover more of their low-income residents, with the federal government picking up about 90 cents of every dollar in added costs.

Coverage through exchange plans will begin on Jan. 1, 2014.

At the same time, the law will require most Americans to carry health insurance, either through an employer, a government program, or by buying their own policies. Insurance companies will be barred from turning away the sick or charging them more. And insurers will also be limited in what they can charge older customers.

Private sector job gains offer hope for labor market

WASHINGTON (Reuters) - Private-sector employers shrugged off a looming budget crisis and stepped up hiring in December, offering further evidence of underlying strength in the economy as 2012 ended.

While other data on Thursday showed an increase in the number of Americans filing new claims for unemployment benefits, the trend remained consistent with steady job growth.

"The underlying economy has momentum, and the employment data confirms that. The hope and prayer of the market is that our political leaders don't screw it up," said John Brady, managing director at R.J. O'Brien & Associates in Chicago.

Although Congress this week approved a deal to avoid the so-called fiscal cliff - a combination of sharp government spending cuts and higher taxes that would have sucked about $600 billion from the economy - the budget problems are far from resolved.

The ADP National Employment Report showed the private sector added 215,000 jobs last month after increasing payrolls by 148,000 in November. The report is jointly developed with Moody's Analytics.

The job gains came even as companies worried the economy might fall off the fiscal cliff.

However, the ADP data tends to overstate job gains in December because of a year-end accounting quirk.

"While we are encouraged by the better tone in the ADP employment report, we are cautious about reading too much into it, particularly given its tendency to exaggerate the performance of the labor market in December," said Millan Mulraine, a senior economist at TD Securities in New York.

Still, the report added to other data ranging from consumer spending to manufacturing that have suggested the economy was in a much better shape than previously thought.

It was released ahead of the government's more comprehensive employment report on Friday, which is expected to show employers added 150,000 jobs to their payrolls in December, according to a Reuters survey of economists, up from 146,000 in November.

Prices for longer-dated U.S. government debt fell sharply on the ADP data. Stocks on Wall Street were slightly lower after a recent rally, and the dollar rose against a basket of currencies.

STEADY JOB GAINS

A separate report from the Labor Department showed initial claims for state unemployment benefits increased 10,000 to a seasonally adjusted 372,000 last week. However, claims data for nine states, including California and Virginia, was estimated because of the Christmas and New Year holidays.

The four-week moving average for new claims, a better measure of job market trends, was little changed at 360,000, a sign labor conditions continue to improve at a steady pace.

"The claims data are not always reliable labor market indicators around the holiday season because of issues seasonally adjusting the data, but it is still a somewhat encouraging sign to see the trend in the data remain relatively low," said Daniel Silver, an economist at JPMorgan in New York.

Job gains in the first 11 months of last year averaged about 151,000 per month, not enough to significantly lower unemployment. The jobless rate dropped by 0.2 percentage point to 7.7 percent in November and is expected to have held at that level last month.

Labor market concerns prompted the Federal Reserve to aggressively ease monetary policy, but consensus is diminishing.

Minutes of the U.S. central bank's December 11-12 meeting released on Thursday showed some policymakers thought it would be prudent to slow or stop asset purchases well before the end of this year because of concerns about financial stability.

The improving labor market tone was also captured by a third report showing planned layoffs at U.S. firms fell in December for the first time in four months, while the overall job-cut total in 2012 was the lowest since 1997.

"The key to job creation is the pace at which companies are willing to hire new workers since it appears they are already retaining existing employees at a high rate," said John Ryding, chief economist at RDQ Economics in New York.

Better job security is helping to support domestic demand. In December, several major U.S. retailers such as Costco Wholesale Corp and high-end chain store Nordstrom Inc reported better-than-expected sales.

We?re quite used to winter storms, but I can?t remember one that had a name, let alone the name of a villain.

Our departure plane couldn?t land in Cleveland?s airport and had been rerouted to Detroit. The jet bridge jutted vacantly into the driving snow, and months of planning and commitments ? with a tight time line of flights, guides and boats for our three-week journey here ? seemed in jeopardy.

The plane eventually made it to Cleveland, and we took off only three and a half hours late.? Four flights and three days later we arrived in Chiang Rai, Thailand, on the banks of the Kok.

Until tonight, the Mekong for me existed only in words and pictures, a mythical place, both culturally and biologically.? It is the haunted river of ?Apocalypse Now,? and legendary for its aquatic life ? unsurpassed in the staggering dimensions of its megafish and tons of its fish harvest, and surpassed only by the Amazon for its diversity of fish species.

The Mekong is also the site of the planet?s most contentious debate about the future of great rivers.

Its fish harvest provides the primary source of protein for at least 50 million people and jobs for millions spread across the region?s rural villages. But several of the lower-basin countries, particularly Laos and Cambodia, are very poor.? Nearly one-third of the people in the region lack sanitation ? and in Laos, half of the rural population lacks electricity.?

Although the percentage of people in the region living in poverty has declined considerably in the past two decades, the Mekong?s countries still have rapidly growing and urbanizing populations, and energy is needed to drive those cities and economic development.

The region?s governments are now looking to the Mekong as a key source of that needed power.? A total of 11 hydroelectric dams are currently proposed or planned for the main-stem river, and this has set off a fierce debate over the river?s future.

The Mekong River Commission recently released a major report highlighting the various benefits and costs of building these dams. (The commission, which includes representatives of Thailand, Laos, Cambodia and Vietnam, is a forum for dialogue and research but has no decision-making authority.)

The report estimated that full construction of the dams would meet roughly 6 to 8 percent of the region?s projected energy demand in 2025 and, although there are questions about the distribution of economic benefits, Laos in particular would see a substantial increase in its gross domestic product.

But this energy would come at a price. The dams will hinder or block the migration of fish, and because most of the important species migrate long distances to spawn, fish harvests could decline by nearly half; proposed dams on tributaries would cut harvests further.? Laos and Cambodia could lose one-third of their current protein supplies.

These are the statistics that have defined the Mekong for me as I prepared for the trip.? Standing on the banks of the Kok, I knew I could finally begin to complement my reading with actual experience.

I?m a river scientist with The Nature Conservancy, part of a team that collaborates with governments, communities, and companies to develop solutions for more environmentally sustainable river management. Yet I can?t pretend that I?m on this trip to offer answers to the Mekong?s tangled challenges.? There?s far too much to learn, far too much complexity, and the region is full of experts and organizations that have committed decades to finding solutions for the Mekong.

At least I could offer some solutions for my kids? Christmas. After dinner, the kids collapsed in exhaustion, and my wife, Paola, had since also fallen asleep. Not a creature was stirring, so, like Santa, I reached deep into my pack and retrieved two stockings, some very small gifts, and one short strand of Christmas lights.? I dragged a potted plant in from the corridor, draped it with lights, and fell asleep.

Still jet-lagged, we all awakened before dawn, and the kids opened their gifts in front of the glowing plant, a tropical version of Charlie Brown?s sorry little Christmas tree.

After breakfast, we left Chiang Rai and took a bus north for Chiang Khong, on the banks of the Mekong.? There we crossed the river into Laos and boarded a boat for a three-day trip down to Luang Prbang, the home of Laos? recently extinguished monarchy and the center for Buddhism in Laos.

On its way to Luang Prbang, the Mekong winds through remote gorges flanked by steep and lush mountains.? When I could put aside my analytical filters, I just soaked in the experience as someone who loves rivers.? We motored unhurriedly through an idyllic tricolored world ?? brown river, green mountains, blue sky.

But my brain continually cut in on the dreamlike slow dance down the river.? This was just our introduction, but the major elements of controversy over the Mekong?s future were already obvious: the river was an organic machine for producing food, flowing through a region that clearly needed development and improved living standards.

On first glance, the boat floated through a verdant near-wilderness.? On closer inspection, the Mekong and its banks were more like an unruly linear farm.? For nearly the entire length of our trip, the river was producing food.

Bamboo poles were jammed into rock crevices at various angles, securing nets just below the surface to strain fish from the fast currents.? In eddies and still water, curving lines of floating plastic bottles functioned as buoys marking drift nets.? Katich, however, led from the front with a solid 66 off 41, including 4 sixes and 5 fours, and set up a 69-run third-wicket stand with Marcus North (28), which steadied the team to a great degree.

North was dismissed in the 12th over off Laughlin, but Katich powered on, and established a 64-run partnership with Adam Voges (35), which got the team total into triple figures. The Scorchers had reached 143 when Laughlin struck once again in the 19th over, and took Both Voges and Katich out of the game.

The fourth delivery of the final over resulted in the dismissals of both wicketkeeper batsman Tom Triffitt (1) and Alfonso Thomas (0), with the former caught out by George Bailey off Gulbis, and the latter run out. Nathan-Coulter Nile (5) was picked up by Gulbis on the final ball of the last over as his second wicket of the day, and the Scorchers ended by posting a final total of 152 for 8 by the end of 20 overs.

Family dysfunction

Sex addiction in a parent means there is family dysfunction and sexual dysfunction in the environment of the child. This in turn impacts families and places children at risk for many problems including sex addiction as adults.

Researchers have reported that:

?Even when the children are not fully aware of the parent?s abnormal sexual behavior, they may eventually replicate it themselves.?

Sex addiction in a family does not automatically mean that the children will grow up to be addicts but it does increase the possibility of the child experiencing abuse or trauma in a number of ways.

What counts as abuse?

Children require nurturing, validation, love and support.? Anything less qualifies as to some extent abusive.? The following is a compilation?of examples of child abuse that I think gives the idea of how broad the concept should be.

  • Forcing a child to kiss or hug other people
  • Criticizing child?s sexual development
  • Attacking a child?s thinking process
  • Making a child the butt of any joke
  • Screaming or shouting at a child
  • Imposing unfair punishments
  • Slapping or hitting a child
  • Not allowing a child privacy
  • Degrading or insulting a child
  • Forcing a child to keep secrets
  • Demanding perfection from a child
  • Blaming a child for family problems
  • Failure to provide supervision or security
  • Punishing a child?s normal sexual curiosity

Experiences of adults who grew up with a sex addict

A survey published in 1997 found that the vast majority of adult children of sex addicts reported the following problems:

As a child:

  • Given harmful information about sex instead of appropriate, accurate or useful information
  • Experienced shame of confusion about body, gender, and sexuality.
  • Sex tended to be viewed in extremes: all important and/or dirty, disgusting or naughty.
  • Disrespectful behaviors or remarks about gender and sexuality were common.
  • Lack of nourishing touch.

As an adult:

  • Experienced confusion, discomfort, or terror in the face of sexuality.
  • Had difficulties in establishing intimate relationships.
  • Experienced fear or shame when I acted in healthy sexual ways.
  • Misidentified the role of sex in relationships, using sex to avoid abandonment, control others or fill emptiness.
  • Confused sex with emotional intimacy.

The subtle messages and sexual violation

Some of the most common and most damaging experiences of a child growing up with a sex addict parent are not as obvious as physical, sexual and emotional abuse.

Some of the damaging dynamics that are present in families with a sex addict parent include:

An atmosphere of secrecy and duplicity about sex?

These families often have rigid, moralistic attitudes about sex along side hidden parental behaviors that contradict these attitudes.? This conveys the message that sexuality is shameful and should be kept compartmentalized.

Subtle sexualizing messages

These are likely to involve comments about the young person?s body or sexual development or attractiveness, inappropriate sexual humor etc.? The child is being condition to see him/herself in sexual terms.

Absence of a normal model of intimate relating?

This can take many forms but often parents are in conflict, do not show affection toward one another, or are disengaged and distracted by marital conflicts.

Witnessing inappropriate behavior on the part of the addict?

The child may come across pornography at an early age or may accidentally witness the addict engaged in some sexual behavior.? This is confusing and probably traumatic.

In addition to the risk of family disruption due to separation and divorce, one study found that cybersex addiction placed children at risk for:

  • Exposure to cyberporn and to objectification of women
  • Involvement in parental conflicts
  • Lack of attention because of the addict?s involvement with the computer and the partner?s preoccupation with the addict

Many adults with sex and relationship problems do not initially see their parents as having been abnormal.? Young children have nothing to compare their parents? behavior to. And children instinctively want to bond with their parents and need to believe in them. Part of the recovery work for everyone is taking a more objective look at what it was like growing up and coming to understand the emotional effects of what we experienced.
