CORAL GABLES, Fla. (AP) ? Miami center Reggie Johnson's eligibility has been restored by the NCAA, and he is expected to play for the Hurricanes in their game at North Carolina State on Wednesday night.

Johnson was ruled ineligible by Miami late last week after an investigation revealed that members of his family accepted "impermissible travel benefits" from a member of the school's former coaching staff. The university said Johnson was not aware of the benefits, personally accepted nothing and that his family had been told they were allowed.

The NCAA told Miami that Johnson "must repay the value of benefits that were unknowingly received from a member of the former coaching staff" and sit out one game. Johnson satisfied the second of those requirements by missing Miami's win over then-No. 15 Florida State on Sunday night.

It's a major boost for the Hurricanes (17-10, 8-6 Atlantic Coast Conference), who are fighting to reach the NCAA tournament.

Johnson is averaging 10.6 points and 6.9 rebounds this season for Miami.

The entire NCAA process related to Johnson's eligibility took a bit less than a week, and the speedy resolution was something Miami desperately wanted.

The NCAA and Miami have worked together in a joint investigation of the Hurricanes' compliance practices since last year, that inquiry largely revolving around the claims former booster Nevin Shapiro ? now a convicted Ponzi scheme architect serving a 20-year sentence in federal prison for masterminding a $930 million scam ? made in an article published by Yahoo Sports.

Larranaga said in an interview aired Monday on SiriusXM radio that "one of the former assistant coaches evidently did violate a rule" regarding the impermissible benefits. During his weekly appearance on the Big 12 Conference coaches' call, Missouri coach Frank Haith ? the former coach at Miami ? said he has cooperated with the NCAA throughout its investigation.

"I'll just be glad when this thing is over with," Haith said Monday.

Haith also had high praise for Johnson on that same call, without specifically discussing any details on the extra benefits that someone from his staff allegedly provided.

"Reggie is a wonderful young man. ... I feel bad for him and his family," Haith said. "I know he'll get through it, though."

The NCAA moved quickly, per Miami's request. And now the Hurricanes will have to move quickly as well ? Johnson was not allowed to fly with the team for its game at North Carolina State, so alternate arrangements to get their 6-foot-10 center there were quickly being made.

New Energy-Dense Battery Could Enable Long-Distance Electric Cars

NATIONAL HARBOR, Md.?A company founded in the Palo Alto public library has taken a dose of government money and technology and turned it into the most energy-dense battery ever. Envia System's new lithium-ion battery packs roughly twice as much energy per gram as present batteries, the company will announce here at the third annual summit of the Advanced Research Projects Agency?Energy (ARPA?e).

"We achieved 400 watt-hours per kilogram," explains materials scientist Sujeet Kumar, Envia co-founder and chief technology officer. "We have made a 40 ampere cell in a large format that automakers can recognize and use," and one that has been validated by independent energy density tests at the Naval Surface Warfare Center in Crane, Ind.

With a $4 million grant from ARPA?e, the Envia technology builds on work done at Argonne National Laboratory that found that including manganese in a mix of materials for the cathode?the electrode to which the lithium ions flock?better energy densities could be achieved. The team then switched focus to the anode?the electrode from which lithium ions flow to produce the electric current?and boosted its performance by incorporating silicon along with the typical graphite.

By blending silicon with carbon, the researchers claim to have gotten around the problems of silicon anodes that have disabled other batteries ability to charge and discharge time and time again. Simply put, silicon swells. "It will hardly last 10 cycles because of the high volumetric changes," admits Kumar. But by encasing it in a carbon coating?as well as interlacing carbon fibers?the Envia team argues it has surmounted that problem and its battery has cycled 400 times?and counting. This is particularly true in cars where batteries must undergo a test in which an 8-millimeter nail penetrates the battery at speed. Envia claims its batteries pass that test. "It's mainly that the cells are much thinner," Kumar says. "It's very easy to remove the heat," though it will be up to each individual automaker whether they want to employ air or liquid cooling of battery packs.

The slim, energy-dense batteries developed at an Envia center in China could reduce the number needed per car by half. And the batteries are cheap at $125 per kilowatt-hour, less than half what current batteries cost, an expense that contributes some 65 percent of the cost of an electric car. But, in addition to further independent testing, the Envia battery must now embark on the multi-year process of testing by actual car-makers. GM is an investor, but Envia declines to identify who is interested. "We are working with all the brand name [carmakers] around the world," says Atul Kapadia, Envia chairman and CEO. The idea is to either form joint ventures to produce the batteries in tandem or to license the technology to pre-existing partners.

But, assuming a single nail doesn't bring down the new technology, the battery could boost the range of electric vehicles, such as GM's Chevy Volt. The more watt-hours per kilogram, the farther an electric car can travel. That means a Nissan LEAF boasting Envia's batteries might be able to travel the 300 miles between St. Louis and Chicago on a single $10 charge, rather than the roughly 80 it can travel today. "We expect Envia's next generation lithium-ion battery will revolutionize the [electric vehicle] industry by eliminating the three remaining barriers to mass adoption: cost, range and safety," Kumar said in a statement announcing the breakthrough. "The ability to drive up to 300 miles on a single charge will eliminate 'range anxiety.'"

Pyongyang denies sinking the ship and says a South Korean live-fire drill provoked the artillery attack.

Worries about North Korea's nuclear capability took on renewed urgency in November 2010 when the country disclosed a uranium enrichment facility that could give it a second route to manufacture nuclear weapons, in addition to its existing plutonium-based program.

As the envoys talked in Beijing, North Korea's state media criticized next month's Nuclear Security Summit in Seoul, which is expected to draw dozens of world leaders, including President Barack Obama, to discuss nuclear terrorism and safety.

"It is illogical to discuss the 'nuclear security' issue in South Korea, the U.S. nuclear advance base and a hotbed of nuclear war," the North's official Korean Central News Agency said in a commentary Thursday.

Lee said Pyongyang faced a "good opportunity" to change its course, apparently referring to the recent?change in leadership.

WASHINGTON (AP) ? Laying down an election-year marker in the debate over taxes, the Obama administration is proposing to cut the corporate tax rate from 35 percent to 28 percent, and to seek an even lower effective rate for manufacturers, a senior administration official says.

In turn, corporations would have to give up dozens of loopholes and subsidies that they now enjoy. Corporations with overseas operations would also face a minimum tax on their foreign earnings.

Treasury Secretary Timothy Geithner on Wednesday was to detail aspects of President Barack Obama's proposed overhaul of the corporate tax system, a plan Obama broadly outlined in his State of the Union speech last month.

Chances of accomplishing such change in the tax system are slim in a year dominated mostly with presidential and congressional elections. But for Obama, the proposal is part of a larger tax plan that is central to his re-election strategy.

The corporate tax plan dovetails with Obama's call for raising taxes on millionaires and maintaining current rates on individuals making $200,000 or less.

The 35 percent nominal corporate tax rate is the highest in the world after Japan. But deductions, credits and exemptions allow many corporations to pay taxes at a much lower rate.

Under the framework proposed by the administration, the rate cuts, closed loopholes and the minimum tax on overseas earning would result in no increase to the deficit.

That means that many businesses that slip through loopholes or enjoy subsidies and pay an effective tax rate that is substantially less than the 35 percent corporate tax could end up paying more under Obama's plan. Others, however, would pay less while some would simply benefit from a more simplified system.

The official said the Obama plan aims to help U.S. businesses, especially manufacturers who face strong international competition. Obama's plan would lower the effective rate for manufacturers to 25 percent while emphasizing development of clean energy systems. The administration official spoke on condition of anonymity to describe what the administration will do.

The New York Times first reported details of the plan in its online edition early Wednesday.

Many members of both parties have said they favor overhauling the nation's individual and corporate tax systems, which they complain have rates that are too high and are riddled with too many deductions.

The corporate tax debate has made its way into the presidential contest. Former Massachusetts Gov. Mitt Romney has called for a 25 percent rate, former House Speaker Newt Gingrich, R-Ga., would cut the corporate tax rate to 12.5 percent, and former Sen. Rick Santorum, R-Pa., would exempt domestic manufacturers from the corporate tax and halve the top rate for other businesses.

While Obama has been promoting various aspects of his economic agenda in personal appearances and speeches, the decision to leave the corporate tax plan to the Treasury Department to unveil signaled its lower priority.

He also has proposed giving tax breaks to U.S. manufacturers, to firms that return jobs to this country and to companies that relocate to some communities that have lost big employers.

Geithner told a House committee last week that the administration wants to create more incentives for corporations to invest in the United States.

"We want to bring down the rate, and we think we can, to a level that's closer to the average of that of our major competitors," Geithner told the House Ways and Means Committee.

White House economic adviser Gene Sperling has advocated a minimum tax on global profits. Currently many corporations do not invest overseas profits in the United States to avoid the 35 percent tax rate.

WASHINGTON (AP) ? The Moroccan man accused of plotting to carry out what he thought would be a suicide bombing at the U.S. Capitol told acquaintances that America's war on terrorism was a war on Muslims and that they needed to be ready for battle, according to authorities.

Then the 29-year-old unemployed man started preparations of his own and believed he was working with an al-Qaida operative on the plot, according to court documents and an affidavit. A man brought him an automatic weapon. He got a suicide vest, scouted out targets and practiced setting off explosives, the documents say.

On Friday, Amine El Khalifi's goal to detonate the vest at the Capitol ended with his arrest in an FBI sting, said U.S. authorities who had been monitoring him for nearly a year. Undercover operatives ? not an al-Qaida representative as he believed ? gave him a gun and explosives that didn't work, according to an affidavit. He had those items with him when he was taken into custody at a parking garage near the Capitol, a counterterrorism official said.

He was charged in a criminal complaint with knowingly and unlawfully attempting to use a weapon of mass destruction against property that is owned and used by the United States. He made a brief appearance Friday afternoon in federal court in Alexandria, Va., where a judge set a bail hearing for Wednesday.

El Khalifi, who is not believed to be associated with al-Qaida, expressed interest in killing at least 30 people, officials said. Two people briefed on the matter told The Associated Press the FBI has had him under surveillance around the clock for several weeks. They spoke on condition of anonymity because they were not authorized to speak publicly.

He came to the U.S. when he was 16 years old and overstayed his visitor visa, which expired in 1999, making him in the country illegally, according to court documents.

Frank Dynda said when he told El Khalifi to leave, the suspect said he had a right to stay and threatened to beat up Dynda. The former landlord said he thought El Khalifi was making bombs, but police told him to leave the man alone. Dynda had El Khalifi evicted in 2010.

El Khalifi had at least one man staying with him and claimed he was running a luggage business from the apartment, Dynda said, doubting that was true because he never saw any bags.

"I reported to police I think he's making bombs," Dynda said. "I was ready to get my shotgun and run him out of the building, but that would have been a lot of trouble."

Dar Al-Hijrah Islamic Center imam Johari Abdul-Malik, who along with other Muslim leaders meets regularly with the FBI, said he was contacted by an agency official after El Khalifi's arrest and was told that Khalifi was not someone he needed to worry about.

He said the official told him that Khalifi was "not a regular at your mosque or any mosque in the area."

He said he offered to supply the FBI with surveillance video of the mosque in Falls Church, Va., in case it helped with their investigation but was told that was it not necessary.

Police are close to arresting one of El Khalifi's associates on charges unrelated to the terror conspiracy, the counterterrorism official said. The associate was said to also be a Moroccan, living here illegally. Police are investigating others El Khalifi associated with, but not because they believe the associates were part of a terror conspiracy, the official said.
