Obama team launches critique of Ryan before speech

FORT COLLINS, Colo. (AP) ? Even before Paul Ryan takes the stage at the Republican convention, President Barack Obama's campaign is seeking to cast the GOP running mate as "out of step" with American voters.

The Obama campaign released an online video Wednesday targeting Ryan as a politician from a "bygone era." The video criticizes Ryan for being the architect of a budget that would overhaul Medicare and for seeking to defund Planned Parenthood.

Ryan, the Wisconsin congressman, is due to address the GOP convention Wednesday night. Republican presidential nominee Mitt Romney will speak to delegates in Tampa, Fla., and a prime-time audience across the country, on Thursday.

Ryan spokesman Brendan Buck said the video was a "tired and misleading" attack by Obama "in an attempt to divert attention away from his failed record."

Ryan is considered a hero of conservatives. His addition to the Republican ticket has energized voters and even Romney himself. The buttoned-up GOP presidential nominee often appears more at ease when campaigning alongside the youthful Ryan.

Obama is traveling Wednesday to Charlottesville, Va., the last stop on his two-day trip to counter the GOP convention message and to appeal to younger voters in college towns.

Both parties were pushing forward with their political plans while closely monitoring Hurricane Isaac, which arrived in Louisiana late Tuesday. Republicans had largely canceled the first day of their convention as Isaac appeared bound for Tampa. White House officials said they were monitoring the storm but, as of early Wednesday, had no plans to adjust the president's travel plans.

Obama on Tuesday made stops at Iowa State University and Colorado State University, where he reminded students returning to class that they hold a unique power to determine the election.

"I just want all of you to understand your power. Don't give it away ? not when you're young," Obama told about 13,000 people gathered in Colorado. "Right now, America is counting on you. And I'm counting on you."

In Colorado and Iowa, Obama told the students they had much at stake in the Nov. 6 presidential election, panning Romney as a candidate without a plan to move the country forward. "Last week my opponents' campaign went so far as to write you off as a lost generation. That's you according to them," the president said in Iowa, referring to a Romney news release last week that referred to college students as the "Obama Economy's Lost Generation."

"What they hope is that by telling you these things, you'll get discouraged and you'll just stay home this time," Obama said in Ames, Iowa. "But you can't believe it. I don't believe it."

Romney's campaign dismissed Obama's remarks, saying he had "brought the same policies to Iowa that have failed to help young Americans across the country" and left many of them "facing higher unemployment, mounting debt, rising costs and fewer opportunities."

Obama's campaign had hoped the president would speak Wednesday at the University of Virginia. But the school rejected their request, saying it would disrupt classes on the second day of the semester. Obama was instead scheduled to speak in a public area near the university.

Samsung Electronics on Wednesday became the first handset maker to announce a smartphone using Microsoft's latest mobile software, making its surprise, hurried announcement just days before the highly anticipated launch of Nokia's version.

The brief announcement at a Berlin electronics show comes amid expectations that smartphone makers may turn increasingly to Windows devices after a U.S. jury decided many of Samsung's Google Android-based phones infringed Apple patents.

The ailing Finnish mobile firm, once the world's leading producer of phones but now struggling to reverse losses, is due to unveil its new Lumia line of smartphones using Windows Phone 8 in New York on Sept. 5.

Samsung's new phone called ATIV S ? tacked onto the end of a long news conference in Berlin that focused on other products ? may elevate expectations for the Lumia. Samsung's ATIV S Windows phone sports a high-end 4.8-inch display, Corning "Gorilla" glass, and an 8-megapixel rear camera and 1.9-megapixel front-facing camera, Microsoft posted on its official blog on Wednesday.

"Expectations for a 40 megapixel or possibly 20 megapixel camera model are running high. If Nokia does not unveil a monster camera handset next week, many will be disappointed," said Tero Kuittinen, analyst at mobile analytics firm Alekstra.

But "this leaves Nokia plenty of room to draw a clear contrast with its upcoming announcement."

Analysts say the introduction of Samsung's Windows phone may be designed to assuage concerns that Microsoft will favor Nokia, whose chief executive Stephen Elop ??himself a former senior Microsoft executive ? has staked its future on the Windows platform.

"The fact Samsung was allowed to be the first to announce is Microsoft's backhanded way of letting other vendors know that Nokia is not getting special treatment," Current Analysis analyst Avi Greengart said.

But Jack Gold, an independent mobile consultant who runs J. Gold Associates, argued Samsung had signaled its commitment to Windows for a while, but Nokia will remain the primary driver of the new breed of Microsoft-powered devices.

Stealing a march
Microsoft gave a preview of its Windows Phone 8 software in June, and promised the first phones would be on the market by the autumn.

Windows Phone 8 looks similar to, and is built on the same core code as Microsoft's upcoming Windows 8 operating system, but is not the same product. Windows 8, which will run on tablets and PCs, is scheduled to launch on Oct.?26.

Samsung said the phone would hit stores in the October-November period but did not give the date for sales to start.

"Samsung has crossed the start line first and set the bar for Nokia's launch," said Geoff Blaber, analyst at CCS Insight.

On Wednesday, the Korean corporation also showed off a slew of tablets using Windows 8 software and the second generation of its popular Google Android-based Galaxy Note phone-cum-tablet "phablet" in downtown Berlin.

Samsung has sold some 10 million of its original Galaxy Note devices, creating a new product category which has smaller screen than tablets, but bigger than smartphones.

"I am pretty confident it will even outsell its predecessor," said JK Shin, Samsung's chief of mobile business.

Samsung hopes the new device will take the focus away from its loss of the court case. Apple is now seeking speedy bans on the sale of eight Samsung phones, moving swiftly to turn legal victory into tangible business gain.

Samsung hopes the phablet upgrade will lift any post-Apple gloom at the South Korean group.

"There won't be huge innovative changes in design, but the Note 2 will feature quite a few improvements and enable Samsung to carry on its strong sales momentum in the category," said Lee Sun-tae, an analyst at NH Investment & Securities. "With the launch, Samsung will also be trying to turn around downbeat sentiment after the U.S. legal defeat."

A U.S. federal jury found last week that dozens of Samsung phones had copied critical features of the iPhone, and awarded Apple $1.05 billion in damages.

The decision led to speculation that handset makers using Android ? now the world's most popular mobile software ? would be drawn toward Microsoft's platform.

Apple did not include the Note and other newly unveiled Samsung products in its original lawsuit. But the company and its lawyers are expected by many legal experts to try and use last week's legal victory to go after future gadgets, especially because the jury found infringing features in Samsung phones such as pinch-and-zoom and bounce-back ??common in Android.

The new version of the Note will feature a thinner and slightly bigger 5.5-inch screen, powerful quad-core processor, the latest version of the Android operating system called Jellybean, and improved stylus function.

While it's possible a regional carrier might have been planning to announce some of those as part of their 2012 lineup, given that the Galaxy S3 is the new hotness, I'm not sure how many, if any, actual consumers will suffer from a ban on the old broken.

However, this is just the beginning and Apple will no doubt try to have the ban set up in such a way that it catches any additional, past, present, and future devices that look to be infringing on the same patents. For example, Apple has also asked to have the ban extended on the Galaxy Tab 10.1 cellular variant.

Colombia, rebels to begin peace talks soon: source

BOGOTA (Reuters) - Colombia's government will soon begin talks that could lead to formal negotiations for peace with the country's biggest guerrilla group, known as the FARC, according to a Colombian intelligence source.

As part of the deal to hold talks, the government has agreed that leaders of the Revolutionary Armed Forces of Colombia would not be extradited to another country to stand trial, he said.

One aide at President Juan Manuel Santos' office has flatly denied that any talks are taking place, but a second aide said only that any official word on peace dealings would come from Santos himself.

Details of the accord are still being worked out, but the negotiations could take place in Cuba or in Norway, the source said.

U.S. President Barack Obama is aware of the process and is in agreement, the source told Reuters.

News of the peace talks is likely to anger Santos' predecessor Alvaro Uribe who has criticized any idea of talks with the rebels and has slammed Santos for wanting "peace at any cost."

The FARC, which calls itself "the people's army" defending peasant rights, has battled about a dozen administrations since appearing in 1964, when its founder Manuel Marulanda and 48 rebels fought off thousands of troops in jungle hide-outs.

The group has faced its toughest defeats in recent years as U.S.-trained special forces use sophisticated technology and spy networks to track the leaders.

The FARC's string of defeats began in 2008 with a cross-border military raid into Ecuador that killed Raul Reyes, its second in command. Marulanda died of a heart attack weeks later and was replaced by Alfonso Cano, who was later killed too.

The drug-funded group is led by Timoleon Jimenez, known by his war alias "Timochenko."

TAMPA, Fla. (AP) ? On the eve of their national party conventions, Barack Obama and Mitt Romney are locked in a close race to amass the requisite 270 Electoral College votes for victory. And the contest is exactly where it was at the start of the long, volatile summer: focused on seven states that are up for grabs.

Neither candidate has a significant advantage in Colorado, Florida, Iowa, Ohio, Nevada, New Hampshire and Virginia, which offer a combined 85 electoral votes, according to an Associated Press analysis of public and private polls, spending on television advertising and numerous interviews with Republican and Democratic strategists in battleground states.

The analysis, which also took into account the strength of a candidate's on-the-ground organization and travel schedules, found that if the election were held today, Obama would have 19 states and the District of Columbia, offering 247 votes, solidly in his column or leaning his way, while Republican Romney would have 24 states with 206 votes.

Obama won all seven of the too-close-to-call states in 2008, and they are where the race will primarily be contested in the homestretch to the Nov. 6 election.

Ten weeks before Election Day, the AP analysis isn't meant to be predictive but rather is intended to provide a snapshot of a race that's been stubbornly close all year.

Among the unknowns that could shake up the electoral landscape before November: the latest unemployment figures that come out early next month, an unexpected foreign policy crisis in Syria or Iran and the outcome of the candidates' October debates.

Both sides are working to persuade the 23 percent of registered voters who said in an Associated Press-GfK poll that they are either undecided about the presidential race or iffy in their support for a candidate.

To woo them, the campaigns and political parties, along with allied groups with access to unlimited financial contributions, have already spent an astounding $540 million on television advertising, according to ad spending reports provided to the AP. And there's more to come.

Over the past three months, the campaign took a sharply negative turn, at times becoming nasty and personal.

Obama sought to define Romney early as a ruthless corporate raider for his time at the head of a private equity firm in Boston, and as an out-of-touch rich man keeping secrets about his wealth. Romney, in turn, worked to cast Obama as a failed president on a host of fronts, primarily the economy.

Both candidates have hit road bumps: Obama saw the unemployment rate rise to 8.3 percent and gave Republicans an opening to argue that he was unfriendly to small business. Romney had a widely panned foreign trip and made a series of potentially problematic comments, most recently joking about the debunked conspiracy theory regarding Obama's citizenship.

The national party conventions, starting with Republicans here, who convene Monday and start with a full schedule on Tuesday, and ending with Democrats the following week in Charlotte, N.C., will set the parameters of the fall campaign, and could provide each side with at least a temporary surge of support in national, if not battleground state, polls.

While Obama has a clear advantage given his incumbency, Romney does have a path to victory ? though it's a steep climb.

He must win most of the seven most competitive states ? Colorado, Florida, Iowa, Ohio, Nevada, New Hampshire and Virginia ? in order to reach the magic number. For instance, he can lose Ohio's 18 electoral votes and still become president if he wins the other six and hangs onto those already in his grasp. It's difficult to see a scenario where Romney wins without a victory in Florida, which offers 29 electoral votes.

Neither side expects a dramatically different playing field this fall.

"You know the states that are in play," said Obama's campaign manager Jim Messina. "I don't think there's going to be a surprise."

Romney's political director Rich Beeson makes the same point: "I don't think you're going to see the map go crazy."

Still, once their conventions are over, both campaigns will commission polls in the hardest-fought states to determine whether to shift their strategies. The candidates and their allied outside groups will pull money and manpower from states that are moving out of reach while relocating it to others they may now think they have a shot at winning.

"We're in a holding pattern," said Charlie Black, a veteran Republican campaign strategist and informal adviser to Romney.

Perhaps not for long.

With a huge cash advantage, Romney is considering trying to put more states in play ? and creating more state-by-state paths to reach 270. He's closely watching to see whether it's worth it to compete aggressively in Wisconsin, now that native son Rep. Paul Ryan is on the ticket.

The Republican National Committee and GOP allies have been advertising in the state in hopes of making it competitive; at least one poll shows they've had some success and the race appears close. Obama, who has a formidable campaign on the ground that includes the state's active labor and minority blocs, hasn't advertised there but might be forced to do so.

Romney also is eyeing a deeper investment in Michigan, where he campaigned Friday, and Pennsylvania, where Ryan was last week. Obama carried both states in 2008, but the GOP sees promise in the economically struggling northern industrial states, especially among working-class, white voters.

The Republican may have the money to expand the map.

August financial reports show that Romney's overall fundraising apparatus ? his campaign, the RNC and a separate joint-fundraising committee ? had roughly $177 million in the bank at the end of July. The reports are the most recent public data.

And to a greater degree than Obama, Romney also has amassed an untapped stockpile of general election money that he plans to use this fall. He can begin spending it immediately upon accepting the nomination for president at the convention's close Thursday night.

Obama and his comparable committees, in turn, had only about $127 million on hand, according to the most recent report.

He also must wait until he accepts his party's nomination on Sept. 6, the close of the Democratic convention, to start spending his general election money.

Unlike Romney, Obama isn't focused on expanding the map in earnest.

He's mostly looking to hang onto as many of the states he won four years ago, with Ohio being of particular focus. In recent months, Obama's standing there has strengthened, the unemployment rate has dropped and last week General Motors announced a $200 million expansion of a northeast Ohio plant to continue building the Chevrolet Cruze there.

Beyond playing defense, Obama's team is watching to see whether the political terrain becomes more favorable to him in Missouri in the aftermath of controversial abortion and rape comments by Rep. Todd Akin, a GOP Senate candidate.

The backlash has been fierce, and polls show Democratic Sen. Claire McCaskill ? arguably the most vulnerable Senate Democrat ? having gained ground. Obama competed for Missouri four years ago but lost and hasn't run ads there this year. Romney has had a comfortable advantage there.

If they have the money to do it, both sides will engage in head-faking: spending money in places simply to force the other side to defend their home turf. For example, if Romney goes after Pennsylvania, which has voted Democratic in all recent presidential elections, Obama would likely have to spend money to defend it, limiting the amount of cash he'll have available to spend in more competitive states, like Florida or Virginia.
